An online expert conference initiated by Slovak diaspora organisations in response to proposed changes to Slovakia’s electoral law
The Slovak Republic is currently considering changes to its electoral legislation that would restrict or abolish postal voting for citizens living abroad.
For hundreds of thousands of Slovak citizens residing outside the country, this would represent a fundamental reduction of an existing voting right.
Voice Beyond Borders is a Slovak civic initiative that responds to this situation by bringing international experience, legal expertise and real‑world diaspora perspectives into the public debate.
The aim is clear and limited:
to explain and defend postal voting from abroad as a normal, legitimate and widely used practice in democratic states, and to show what its removal would mean in practice for Slovak citizens abroad.

This is a civic, expert-driven conference, not a political campaign.
The conference consists of three thematic panels, each focused on one aspect of the Slovak debate and supported by international experience.
Panel 1
External Voting Abroad: Models, Security, Accessibility
Speakers: international legal and electoral experts.
Panel 2
Why Citizens Abroad Should Be Allowed to Vote
Speakers: constitutional lawyers, historians and respected public figures.
Panel 3
If Postal Voting Is Abolished: What It Means in Practice
What the proposed change would mean for Slovak citizens abroad:
Speakers: representatives of Slovak diaspora initiatives and civic spaces abroad.
The conference is organised by Slovak diaspora organisations and civic spaces abroad, including long-standing community initiatives in Europe and North America.
All organisers participate as private citizens, outside their professional roles.
The initiative is civic, voluntary and non‑partisan.
Postal voting has allowed Slovak citizens abroad to remain actively connected to democratic life in their country.
Restricting or abolishing this mechanism would not merely change a procedure –
it would exclude a large group of citizens from equal political participation.
This conference exists to explain that reality clearly, calmly and with evidence.
