Why this conference exists
The Slovak Republic is currently considering changes to its electoral legislation that would restrict or abolish postal voting for citizens living abroad.
For hundreds of thousands of Slovak citizens residing outside the country, this would represent a fundamental reduction of an existing voting right.
Voice Beyond Borders is a Slovak civic initiative that responds to this situation by bringing international experience, legal expertise and real‑world diaspora perspectives into the public debate.
The aim is clear and limited:
to explain and defend postal voting from abroad as a normal, legitimate and widely used practice in democratic states, and to show what its removal would mean in practice for Slovak citizens abroad.
What we do (and what we don’t)
We do
- compare how democratic countries enable their citizens abroad to vote
- examine postal voting from the perspectives of security, accessibility and legitimacy
- explain the real-life impact of abolishing postal voting in the Slovak context
We do not
- promote or oppose political parties
- engage in domestic or regional political disputes
- personalise or politicise the discussion
This is a civic, expert-driven conference, not a political campaign.
Conference structure
The conference consists of three thematic panels, each focused on one aspect of the Slovak debate and supported by international experience.
Panel 1
External Voting Abroad: Models, Security, Accessibility
- How postal voting works in democratic states.
- How security concerns are addressed.
- Why postal voting is considered a standard solution, including for citizens abroad.
Speakers: international legal and electoral experts.
Panel 2
Why Citizens Abroad Should Be Allowed to Vote
- Why democratic systems link voting rights to citizenship rather than permanent residence.
- Why citizens living abroad are not treated as politically disconnected.
Speakers: constitutional lawyers, historians and respected public figures.
Panel 3
If Postal Voting Is Abolished: What It Means in Practice
What the proposed change would mean for Slovak citizens abroad:
- travel distance and cost
- unequal access depending on country and city
- practical loss of voting rights despite formal citizenship
Speakers: representatives of Slovak diaspora initiatives and civic spaces abroad.
Who is behind the conference
The conference is organised by Slovak diaspora organisations and civic spaces abroad, including long-standing community initiatives in Europe and North America.
All organisers participate as private citizens, outside their professional roles.
The initiative is civic, voluntary and non‑partisan.

Why it matters now
Postal voting has allowed Slovak citizens abroad to remain actively connected to democratic life in their country.
Restricting or abolishing this mechanism would not merely change a procedure –
it would exclude a large group of citizens from equal political participation.
This conference exists to explain that reality clearly, calmly and with evidence.
